You are right concerning the article; It is very difficult to research this subject as the Outlook app and the Outlook cloud account have the same name so all the info is not very pertinent. All the accounts I am trying to archive are Outlook accounts and are hosted in the MS cloud.
I use the Outlook app to create the pst as I cannot find a way to do it directly in the browser. On a local machine, I can deduce that the mail boxes are cached locally which fills up the hard drive hugely but that said, in my experience, I have never been able to create pst greater than 11GBs even with the cached mailbox. Why do I need this? When people leave the large corporation I work for, the user's MS accounts are "archived" and become impossible to unarchive if need be, due to the absurd way the solution has been setup.
